Yaltsev Petr Nikolaevich 
(1890–1942)


Arctic hydrograph, navigator. 
He graduated from the Arkhangelsk Torgovo-Moscow military school. In the years 1912-1914 sailed in the White and Barents Seas, and with the beginning of the First World War he was drafted into the navy. After the revolution, until 1926, he served on the steam-ship Yaroslavna, the destroyer Fearless, the hydrographic vessels Kupava, Taimyr and others. 
In the summer of 1926, Yaltsev demobilized and went into the civilian fleet, served here as navigator posts for seven years. In his navigable book are listed: RT-37 “Halibut”, the steamer “Red October”, the icebreaker “Lenin”. 
In 1933, for health reasons, Yaltsev was forced to transfer to the coastal service: many months of arctic flights affected. In the Arkhangelsk Hydrographic Department of the
Main Directorate of the Northern Sea Route, he worked as the head of the pilot unit and then head of the fencing sector. 
Five years later, in 1938, Yaltsev again went into the crew of the ship, first in the trawl fleet, and after two navigations, to the hydrographic service of
Main Directorate of the Northern Sea Route. In the navigation of 1940 on the ship "Circular" he conducted measurements from the Novaya Zemlya straits as part of the expedition S.A. Yanchenko. 
Permanent marine service adversely affected Yaltsev’s already fragile health, driving him to the grave early. 
The last straw was a bad cold during the voyage of the hydrographic vessel Storm. The captain was urgently taken to Naryan-Mar, but it was too late. Here he was buried. The grave is not preserved.

Named in 1963 by Arctic hydrographs (the name was approved by the decision of the Arkhangelsk Regional Executive Committee No. 651).
